seriously. increase your calories by about 200 per week until you notice you are putting more fat on than muscle, then you can back it off by a few hundred and just keep lifting as heavy as you can
Honestly the question is really vague...
1) Eat food.
2) do cardio if you want to keep fat to a minumum
3) Lift Heavy and Rest
4) Carbs help you grow
5) SLEEP
But you may want to post your diet to get some opinion/suggestions on it.

Eat tons of clean foods and make sure that each workout has some power moves in it (clean and press/deads/ squats/ dips/weighted pullups/ bench press).
and did I mention eat....constantly and make sure to drink a slow release protien shake before bedtime (cottage cheese and peanutbutter and flax seed oil)

if ur cycling and ur diet isnt layed out then ur just a tard waiting for someone to velcro ur shoes.
wouldn't be cool to have a backpack-type thing with everything you need to eat for the day and a feeding tube that time-releases the food? I get soooooo tired of chewing!

Same as bulking while off cycle, no secret to growing.
Up your training intensity, lower the frequency to allow for proper recovery and alter your diet so you body has the nutrients to grow..
