Yes, it is safe to exercise on a ketogenic diet. Why do you want to do that? It is a hard diet to stay on. It will not work if you go over your daily limit of carbs because your body won't be in ketosis anymore.
Yeah, i lift pretty hard for an hour to an hour and a half.
A friend of mine told me about it and i just started doing research on it. I would think the hardest diet to stick with would give the best results. Correct me if i am wrong. I appreciate the feedback.
i think you should pick a diet that would fit your goal. if you could keep up with not eating carbs, you will get really lean while maintaining muscle mass.

A keto diet is difficult to maintain at the initial stages. Once in ketosis it is, arguably, an easier way to diet (your body adjusts: apetite goes down, no carb cravings, sustained energy, etc).
IMHO there are better diet options than a keto-diet.
