Start eating again, weights and cardio will give it a bump as well.
eating a meal every 3 hours, everyday, will kick start your metabolism again, you need to keep that up though. don't increase calories, just break down in to smaller COMPLETE meals 6-8 times a day

when you say regular you mean like one is pro/carb and ones fat/pro or have a pro/carb and a little fat?
One way to lower your metabolism is to eat more carbs, but be careful cause that doesn't mean you can pig out on burgers and such. Stay on clean carbs if you know what i mean. Eatin every 3hrs smaller meals has always been a good diet regime of bodybuilding to sustained your blood sugar level. That way you could gain and at the same time keep your bodyfat in control.
thanks everyone i have been doing this since you all responded. i think my problem was that i ate 6 small meals a day but they didnt have enough macros and all that.

one thing to add is that HIIT cardio can create a raised metabolic state(called the afterburn effect) which you could utilize as well
