Not exactly sure what answer you are looking for here? You lost 16lbs and you also lost inches,this is whats suppose to happen when you cut. The only way to determine if you are losing bf or muscle is to track yuor bf %.If you are still worried post your diet along with the macros,and your TDEE and we can assist....TOP
I lost as many inches from my neck as I did from my waist. My neck was not fat.

When people lose fat it usually goes from top to bottom. This means you will prob notice your face thinning, then your neck, then you chest and arms and then unfortunately lastly your stomach. This doesn't mean you wont lose any stomach fat in the beginning but it will be more noticeable from top to bottom.
