Based on the Milos Scarcev videos (if you haven't already watched them, DO SO! Sorry i'm a moron and don't know how to link them here), the theory is to 'take' carbs when you need energy to perform a task. You obviously do not need energy to sleep (other than bodily function of course), so based on that I would say no carbs before bed, or very few if you must (i.e. casein mixed in skim milk for instance).
IMO Every one is diffrent, and it would depend on if u want to store sum shugars, maybe before like a football game or sumthin. Or to go hiking in the morn. Like gbrice points out most people paying attention to carbs would use it as fuel. In my line of work it takes more energy to build a deck than to remodle a bathroom. Therefore I wouldn't care if I ate a potato or pasta to late.
