It is among the "fastest" carbs for sure. I used to use it when that seemed to be the gold standard for PWO nutrition. They sold it right up at the front counter of my gym, so why not I figured.
Now the second part of your question is up for debate. Many use complex carbs and EFA's PWO and seem to achieve the desired affect just as well or better.
i dont use it--i have whey and 3/4 cup oats
