most guys cut on a 50/30/20 or 60/20/20 split.

What's the total cals and macros of the diet? Seems high in fat just from a glance. ,40 almonds, 2 egg yolks and PB. All healthy fats but fat is still fat.
As GGR pointed out, 60/20/20 is a good cut.

Sorry, just noticed the daily cals and macros in the post.

70g fat is fairly high, I'd knock this down to about 45-50g.

so I'm going to drop 20 almonds out of meal 4 so reducing my cals to 2300 and total fat to 50grams.

what is an achievable target to set in 16 weeks?

    I'm currently 205 lbs @ 18-20% and want to lose about 20lbs???

Not sure on what's achievable because everybody is different. I'd say tho, -10lbs could be easily achieve. -20 lbs would be awesome Dedication and an out standing but possible achievement in the 16weeks.

If you structure your carbs in breakfast, prewo and pwo meals this will maximise them and help the results.

Digsy is dead right. Personally I'd drop 30g of carbs so you have 150g. The pro at 250ish and fats 45-60g are bang on.

Stick with that for 15 weeks, as we'll as your training, and you should lose 30lbs or So which should bring you in around 10%.
