Not to sure what you're getting at, are you asking if milk is ok?it's not ideal for cutting, but if it is worked into your macros it is fine.
Personally I eat my oats between actual meals with a protein powder, generally 1 scoop protein to 60 grams of oats (2 scoops). I use water, and shake it up, works fine, I recommend using bran oats, they are very small and perfect for this.

Personally, I try to stay away from milk when cutting. The sugar content is relatively high and I aim to keep sugar intake to an absolute minimum, to aid with insulin sensitivity among other things. If you find that progress is lacking, and/or you're feeling 'soft' and bloated or have stomach issues, it should be the first thing to go IMO.
do you thing adding some whey protein+water+oatmeal in shaker would be good :D.
maybe it looks oakward but i think most practical way.What do you think.
