At that bf a slow cut employing some carb cycling would be your best bet. Find your TDEE and adjust your calories to your activity and deduct 300 to 500 calories per day from it. You really need to get into the teens and build from there. When you cut the idea is to spare as muscle tissue as possible so make sure you are taking in adequate protein.

Starting at 2500 calories per week with a refeed every 7-8 days should be sufficient, worked great for me.

Do your heaviest workouts the days following the refeed.

One thing to keep in mind when selecting carbs is where do they fall in the glycemic index. The lower they are on the glycemic index the less hungry you will be. I like low to medium: brown rice, oatmeal, whole wheat pasta and sweet potatoes as the backbone of my carbs.

I mean if your body fat is 23 percent it does not make much sense to bulk lmfao, I dont understand why people feel the need to get over 15 percent body fat when their bulking to look like shit half the year, doesnt make sense. if your a pro i could understand.

Just seconding the advice to cut down before you try putting on size. I understand the psychology of not wanting to get "smaller," but you're just going to get smoother and puffier from here unless you get down to a solid base. Excess fat also typically means an uptick in estrogen, which will make putting on lean tissue a little harder. If it helps any, I think Stallone once had literally one baked potato per day so he could get down to 155 lbs. and rebuild from there. What sense that made to him I have no idea, but there ya go.
