No cardio or cheat meal and still do cardio
Should I take a day off of cardio or do cardio but throw in a cheat meal if weights dropping steadily any thoughts or preference?
Also when slowly increasing more cardio should protein be increased and swapped for carb or fat

If you're lifts are going down because you have been in a calorie deficit, then going into a calorie surplus should help. Doesn't matter how you achieve it
If your lifts are going down due to over training, you need a deload week, and a calorie surplus will not fix it (in itself)
You need to figure out the cause in order to figure out the solution
I like 1-1.2 grams per lb myself. 1.5 is overkill for most situations imo. As for calories, like I said, depends on your goals, what you've been doing up until now, and the reason your lifts are suffering

You don't need to burn both sides of the equation at the same time ; ie caloric / carb restriction and increased cardio. Chronic cardio only goes so far before it becomes counterproductive or you get diminishing returns.
