I think you have to go through a VA doc and they will prescribe the bloodwork. You can get copies of that work with no problem.

I used my veterans education benefits to get my masters degree and got a VA loan for my first house, but I have always had access to better medical care than the VA provides.

i'm a vet of oef and oif.....i'm sure there was something in the air in one of thoes countries that will mess me up one of these years. so i'd say one day the VA will be doing it, i don't see why not.
but to answer your question, don't know of the VA doing HRT now.

Disabled Vet here ... I did try getting hrt thru the VA and was told categorically No!! No test and no gh is authorized by the VA and they have a fail proof method in place. Your regular VA doc is not authorized to script it and you'd need a consult for the endo clinic and they won't give it and the pharmacy has a rx blacklist which both test and gh are listed.
I was also authorized for fee services -- seeing a private doc -- and tried to have him submit a rx and he was told no; that's how I found out about the VA pharm blacklist.
You'll never get anything from the VA now that their budget has been garbage canned by the whitehouse.

Well Hell! I guess I can cancel my appointment with my doc they set me up with 4 months from now. Yea! They could not fit me in with my doc for 4 months. I forgot how bad the VA was. Thanks for my private doc.
