Just got blood test back, upset!

I am 36 years old with all the symptoms of low T-levels. Approximately one year ago I went to a age management facility who ultimately put me on 1.5 CC of test for approximately 12 weeks. I have done nothing since then and finally decided to go to a endocrinologist for insurance reasons. I just got my results back and he stated that my total test number was 450. I persistently told him that I thought that number was on the low normal side and that I would indeed benefit from 1 CC or 1.5 CC of test per week.

I know my body and realize that a level of 450 is too low for me. In a nut shell, he refuses to put me on therapy and now I am a bit upset and confused. Any solid advise would be greatly appreciated. My sole reason to go back on test was not to put on mass muscle, but just for overall well being ( mentally / physically).
