Shutting Down

I've read several posts on here about people mentioning being shut down.

Forgive my ignorance, but I am assuming they are referring to their own body producing Testosterone being shut down.

Does everyone that goes on TRT experience shutting down of their own body producing Testosterone?

Can you tell if you are shut down without proper blood work?
