Can doctors legally withhold your blood results?

I'm on HRT through my endocrinologist and the lady at the desk told me the only way to see my results are through the doctor. She literally would even give me my results in the waiting room while I was waiting to go in. I just got bloods done again recently and I believe they are all back in but I am again having difficulty seeing them. I am possibly planning on seeing a different doctor so I do not want to waste co-pay going in just to get the results. So long story short, can they legally withhold your results like this? I believe they can if they have reason you will harm yourself due to an erroneous interpretation of your results so in that case you would have to go in so the doctor can gauge your mental stability. Things like an STD, cancer test or whatnot. This is just a simple HRT check up. I am in New York.

Unless New York is different, they can not legally withhold your blood results, although they can withhold from sharing so that only your Dr. can share with you (nurses are not obligated to share, nor do some of them even have access).

I am out of CA and I know with kaiser, I can go to the insurance department to get a printout of all copies, but the nurses won't go over labs with me or give me copies, only my Dr will, and even then he refused this last time stating I am self treating (TRT is done through another DR [paying out of pocket] since kaiser deemed my levels in the low 300's normal for a 30 year old). I ended up having to get my latest copies from the insurance department.

In New York and two other states close by Doctor must review first. Once reviewed they must give you a copy if requested.

100% is correct, and I believe its a nationwide law. doctor must see first and give you analysis. after that you have the right to ask for a copy, and by law they must give it to you. after all its your medical records.

If you go to Labcorp you can set up an account with them online. After you go in for labs they will post the results on your account. Also when you go in ask for a copy to be mailed to you. I live in New Jersey and found out about this when I had issues getting copys off of a doctor I fired.
