Strange blood results

These blood results ain't my own but are my cousins. He went to the doctors complaining of fatigue and lactating nipples the doctor run a blood panel and here are the results -

Serum Testosterone 5.1nmol/L Range (7.6 - 31.4) "Low"
Serum FSH 0.18u/L Range (1.5 - 12.4) "Low"
Serum L.H 0.10 u/L Range (1.7 - 8.6) "Low"

He is 24 years old and the results were taken 3 months after his last cycle.

Assuming he did not run a pct?
Any other BW? Prolactin?

Id advised him on correct PCT but he never run it, he never has in the past and been lucky but it don't look like the case this time. I'm not sure about prolactin BW the only other one on the panel was thyroid.

Sounds like he did nothing right. He needs to run a pct. Maybe even a Scally Power Pct Protocol. Search it up on google.
