HGHmixing question/ volume question

Ok, im getting ready to start HGH for the first time. I have 10iu vials, I know if i mix 1ml of water then each 10 mark on the slin pin will = 1 iu, correct?

second question is if im starting out with 2 or 3 ius and ramping up to 5 or 6iu's should a mix the first few vials with more water to make each iu more volume?

basically does it matter on the volume of the injections. 2 iu's with 1ml of water in the vial seems like I will be hitting basically what seems like a few drops of water.
