Steroids that increase Collagen ... good for the skin too?

The whole idea of the OTC face creams is nice if it makes you feel good... but most dermatologists all agree that a strong retinol cream (I use Tazorac) is the only real thing that works because of the cell turnover rate is increased which helps which collagen. Therefore i'm curious... with some of the steroids out there that help joints and such by increasing this, do they also help the skin to look younger? Or do they only work internally?
