Nice wheels man... and fuk I wish I had your back.
You either a) lack muscular development all about your front side, or b) your BF is too high to show any appreciable muscle, or c) a little of both. Don't feel bad though... I lack muscular development in the front - AND don't have your back.
IMO, just based on the front, you need to focus on bringing BF% down a bit, then switch gears to focus on making some lean gains.

Based on the front shot, you're upwards of 18% ... dropping 8 BF percentage points in 8 weeks is ambitious, even with the gear. Doesn't mean you shouldn't try though. What's the worst that can happen? You don't hit 10% but wind up around 13%? You'll still look better than you do now, so it's a win-win IMO.
You can cut at 3200 calories and nearly 400g carbs!?!? Man, I'll be starting my cut in 3-4 weeks... cutting at between 1700-2200 calories...

I have this problem too. I don't have a particularly wide back to begin with, and to make matters worse, I have a short torso. Add to that a few lbs of bodyfat which, like you, I store most of on my lower back - and my V-taper quite literally disappears. I wind up being shaped more like a beer can.
Sorry for the hijack OP.

Def do a quick cut just to dump some bf. Then bulk And do something different for chest. Try 2x a week or something. Lagging pretty bad. Don't add the fat back on

Delts, chest and arms need more development.
You seem quite young, so I wouldn't really bother with cutting if I were you and just concentrate on bulking for the following couple of years, which should take care of the weak areas along with proper training.

You're the bodybuilding equivalent of a two-face. A rare species. Wonderful to see one in his natural habitat.

Cutting requires creating a caloric deficit first and foremost. I don't see the point of why and how you would be cutting when there are so many areas in your body that requires development?
Ask yourself this question: ''How do I create a caloric deficit and be able to grow larger muscle tissue in my pecs, delts and arms at the same time?'' You won't be able to do it when you are on a caloric deficit, that's for sure!
I have bulked straight for the first 5 years of my BB journey and yet my BF% was never over 18% this time. My diet wasn't perfect, it involved some fast food unfortunately, but I did cardio 5-6 times a week for 45 mins, which kept me from turning into a fatty while all the caloric surplus helped me build new muscle tissue & be able to preserve it.
My suggestion would be the same to you: eat well and do cardio. You are at least 2-3 years away from cutting IMO.
