help me - technical problem with private posting

Hi
I'm a very new member, joined last night, but I am unable to post private messages to anybody. What is going on here?

The following message keeps coming up whenever I try, "sanjuro22, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system? If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation. "

Is this normal? Obviously I wasn't trying to access admin features or priviledge systems so it must concern the activation of my account or something along those lines, surely?

..I'm pretty sure you have to acquire a minimum of 25 posts and you also may have to be a member for a week....After that the PM function will be activated..

Yes, you will need 25 post before the PM function will work.

The problem I noticed about the 25 post rule is,ppl just go and post useless dribble til they get the 25 required posts,as this person did(above) in the pic forum.IMO there should be a time limit as well.Say like two weeks,to avoid post whoring in a few minutes to get the 25 posts.
