No PM's (Help Admin)

OK everything I have read to be able to PM is as follows:

You need at least 25 Posts
And you activate it in you Control Panel.

So here we go. I have over 25 posts and in the control panel there isn't a option for me to activate or deactivate PM's

So admin please shed some light for me. I don't like to post a problem unless I have researched the situation and tried to look up the solution. So please give me a hand.
