Where is "one on one with staff"

I need to delete a duplicate thread. I was able to find out that it can be done by contacting staff through "one on one with staff" but can not locate it. And... why does it say i don't have permission when i click on "my profile", is that even possible? Lol! I have to access my profile through settings. Is that normal?
