It won't to much extent, the President determines foreign policy. Not to say that there won't be any give and take, but the veto pen without a 2/3 majority in Congress is very powerful.

The Dems won over Congress largely because of the unpopular war in Iraq. Iraq is not foreign policy, and the new members of Congress have an obligation to the moderates that put them in office. Joe Lieberman(who supported the Iraq war) beating the anti-war candidate Lamont in Connecticut(a very blue state) by 10% as an Independent is the best example of this. Cut and run will not happen, trust me. Regardless, the Senate is comprised of 49 Dems, 49 Rep., and 2 Ind. seats. In case of a draw in the Senate, the Vice-president gets to cast the tie-breaking vote....

Hopefully the Dems will focus a bit more on human rights and slow down the Chinese surplus a little bit. The Chinese now officially own 1 trillion dollars in US currency.

Mark my words, before we all die, China will either be a great ally or a big problem for the US
