put 1 ml in the vial and when using insulin syringe you have 200 uis every .1 mark
put 2 ml in the vial you get 100 uis every .1 mark
put 3 ml in the vial you get 66 uis every .1 mark
put 4 ml in the vial you get 50 uis every .1 mark
my opinion stay with 1 or 2 ml.
Make sure you have bac water and hcg in the fridge for couple days before mixing.

And no, the bac water doesn't need to be refrigerated prior to reconstitution (though it wouldn't hurt).
there is a proper way to reconstruct hcg, recommended by de manufacturer, won't hurt following,
1- put hcg and bac water in the fridge for few days so they will have the some temperature. (different temperature may destroy the hcg)
2- put a needle in the vial let some air in. (all vials are vacuum seal, the jet from bac water my destroy the hcg)
3- roll the vial around to get the powder mixed, never shaken.
4- keep in the fridge after mixed.
