looks fine. HCG is rarely faked.
yeh it looks real. Common thing with HCG is when you add the water it will fiz up really fast n bad, if it doesnt, them hmmm....

it came with sterile water. what is bac water?
bac water is bacteriostatic water, it usually has a preservative such as benzyl alcohol in it to stop the formation of bacteria and fungai. where as sterile water does not, however they are both safe for injection and used to dilute solutions.
The sterile water it came with will suffice, just remember to clean the top of the vial and the needle prior to injecting the water into the vials.
did you get anymore amps of water? that looks like a small amount for two vials of HCG, what strength are the HCG per vial?

it came with 1 amp of water per vial and they are 2000iu each
yeh thats fine, just calculate your doses correctly. So it should be 1000iu per ml if they are 2ml vials.
Otherwise do you own calculations and begin shooting, :)
