HCTZ is a good choice, but it isn't OTC.
Oh, and they don't actually increase your hemoglobin. It just appears that way, since they reduce your blood volume (shifting the ratio of RBC : plasma.
If your hematocrit is high, you need to lose some blood. Simple as that.

You can use a low dose of HCTZ year-round. This is likely the first thing a doc would prescribe you for hypertension, anyway. It works by preventing your kidneys from reabsorbing some sodium, so that you hold less water (directly counteracting GH's anti-diuretic effect.
