You need to dilute it with bacteriostatic water. Preferably get yourself an empty vial and a 30ml vial of bacteriostatic water.

Dissolve 1 ml of bacteriostatic water into the HCG, then draw it into a syringe and bring in another 7ml for a total of 8ml then put that into the empty vial.

Now you have 8ml of HCG with 250iu per ml.

With that being said, Don't use 250iu of HCG daily. If you are using it on cycle, use it twice weekly. Any more is over kill and not helpful at all.... and a waste of money.
