It doesn't matter when you do it. Just do it when convenient. That's immediately post lifting for me.

if your on a normal day/night schedule where you sleep at night it can cause a problem sleeping if done fairly close to bedtime
You don't need to do cardio to lose weight. Whatever you would typically burn, just eat those many calories less.
Whatever floats your boat.
Side note: For me that's usually water
