Not sure if this is true or not for items coming into the country but I was mailing a package From the USA to Canada and I went to my local UPS store and they said it would be 1/3 of the cost to ship UPS than regular USMail but I had to give a more detailed breakdown of what was in the box if I send via UPS (or any other 3rd party mailer). They told me that there shipping services get packages looked at closer than regular mail.

I do not know how true that is but she said because certain items are a federal crime send via USMail that more people try to send via UPS/Fedex etc.. and that is why they check those package more. I am not sure if that was total or not.
