when i was growing up, being called a "White Boy" was said in such a way to be derogatory in nature. It was intended to be offensive. However, I never took it that way, and therefore, it didn't then, and still doesn't bother me now.
What makes a slur offensive are two things:
How it was intended when it was said
How it was recieved
The reality is this. As diverse as our society is, it is very difficult to address a group of people in a non formal way without having someone take offense.
