Almost all bros here will tell you that 250/wk is too weak but it depends on your actual size and goals as Rodge mentioned. 23 is a bit early in my opinion but that's up to you.
250/wk might give you great gains if you know how to train and eat properly especially if it's your first cycle. This would also put you into a wiser side of entering steroid world, half a gram of juice per week for a novice is a way too much IMO.
About the front load I can't tell you my opinion, never done .
