When you're very young (A baby) that muscle JoeBloe mentioned releases them letting them drop down. Now sometimes they can get pushed back up in there. That's NOT supposed to happen. It's weird for sure (And yeah, push beside your pecker and they'll drop back down.). My doctor told me that if that kept happening I'd need to have that muscle sewn up.
I'd say look into it a little "Deeper".

Your doc do a lot of aas? They come back in pct or just get some hcg. Nothing to worry about.
