There is no reason that the income tax should be progressive. Wealthy people dont use "more of the roads" than a poor person. Unless wealthy people are disproportionately using 39.7% more public resources than a poor person, they should be taxed fairly across the board based on their use of the public programs that these tax dollars fund.
Taxes used for public good have to be accessible to all. You get into wealth redistribution when you take money from people, and then offer a service that only CERTAIN people have access to.
