The one thing I have heard is if your drawing from a sealed vial it will dull the needle. You can draw with 18 and stick with 23 but that also depends on where your injecting. I'm assuming your doing glute? I always change needles but that my opinion.

Be careful using an 18 if you are drawing up... it is possible to get very small pieces of rubber from the stopper in your gear after many uses.

Yep. Like said, needles are cheap. Especially buying bulk. Buy some!!
