You can not spot reduce fat. You can only lower your overall body fat percentage to you get your desired results.
Prioriting ab workouts would only accomplish increasing the size of the ab muscles and until you lower your fat this will give the overall appearance of a larger stomach.
the only thing a good ab work out is for is if you get your BF down low enough your ab muscles will stick out more and show more defined 6 pack.. but you can do all the abs you want if you have a 15% BF you will never see it.
agreed with all of the above^^^^^^^^^^^diet and cardio is the only way to have the abs show
would someone between 15 and 20% be wasting there time spending 30-60 min a week on ab work? it should be replaced with at least that much more of cardio or more? if goal was a firmer waist?

Its deffinitly diet and cardio. You still have to work abs but if you work them to much youll overtrain them and they wont grow. Best thing for abs is squats and deads, you have to really squeeze your core on these lifts.
