    Age 40, no anti-E just yet.

    My blood pressure was always around 115 over 65, pretty good.
    When I gave blood, my bp was normal yet, like 118 over 68. But at night it seems to sky rocket. Or when at the gym, my heart really pumps. I can see the veins in my neck pulsing, lol.

    That's not possible, since veins don't pulsate (they have a smooth, weak flow). That is reserved for arteries, and I doubt you can see your carotid artery pulsating.
    You may just need to get used to the higher testosterone levels and allow your cardiovascular system to adapt through regular cardio training. So long as your BP and heart rhythm are fine, there shouldn't be an issue.
