How come some mornings it takes more speed for me to get my heart rate at the target..i usually get it around 128-134bpm but some mornings i can do this with incline 9 at speed 2.9 and some it takes incline 9 speed 3.3

Sounds like a blood pressure or an oxygen (lungs) related issue. Prolly depends on how much sleep you got, if you drank alcohol the other night, if you get/got enough water, smoked etc.
