Put the tape measure around your bicep at its highest peak when flexed...

You can do either..most guys here I would assume measure cold and flexed. Most will state unflexed if it is unflexed

anyways i always had the impression u guys measured cold and unflexed, now i feel a lil better bout myself knowing this, but still got plenty of room to grow.

IMO, peaks are related to mostly genetics of the muscle structure of your biceps.

Also, my arms measure almost identical, whether they are cold or pumped.

i agree and disagree, with some specific exercises you can alter your peaks and make them peakier... but i do believe there is a point to which genetics sticks their stupid heads in a ruin things, yes...

Obviously, muscle shape is determined by genetics, but I think you can push them to the limits with specific excersizes. Preachers for length, incline dumbbells for mass, concentrations for peak, etc.

Mine are very different cold and pumped...cold 18.5" pumped 19.5"+ depending on how pumped they are and how long after the workout I measure. I measure cold and flexed. Also, if someone asked me how big they were I would always quote the cold measurement...just in case they break out a tape measure and put it to the test after leg day!!!
