Reduce intensity or increase rest days ?

What do you think is going to be the best approach when lifting and you do not seem to be progressing in your lifts or growing (Assuming you are eating enough of the right things and at the right times) ?

The way I see it, any change in your current routine will bring results. I really like the HIT protocol but I don't like doing it for extended periods of time. I got bigger but didn't maintain the "hard" look. I really noticed more strength gains than anything.

It's hard to back off when you aren't seeing results. The common approach is to do more. I would say back off a little. maybe hit each muscle twice a week. You can take a typical workout for any body part and just break it down to 2 days. For example:

    Chest
Monday do flat bench and dips
Thursday do incline and pullovers or crossovers.

That way you still hit the muscle with the number of exercises you want to do, while at the same time getting plenty of rest and not overloading your muscles or the CNS.

Or do both. The human body is amazing. It will adapt to a constant stimulus very quickly. If you are not progressing, it means your body has your workout sussed out. You got to trick it into doing work again with change.
