I been doin' 4 sets of military press, 4 sets of lateral raise, 3 sets of front delts, 4 sets of rear delts and my delts won't grow. I'm 20 y/o, 'bout 200 lbs, 13% bodyfat. Whas sup with that?

hmm try this....make sure your chest workout is 2-3 days apart from your delt day. Maybe you could start of with 2 sets of heavy lat raises.....one side @ a time... then do the rest of the delt excersizes u do..cept the millitary press...instead do that on chest day.
I recently added Hang-Cleans to my routine and that brought mine up a bit.
I am currently at a sticking point with delts too...
