I was wondering if its a good idea to bulk and "rip" at the same time...
for example.... a guy has a huge chest, but small arms. So he decides to do high reps and low weights when doing chest, but does low reps and high weights when doing arms?

Absolutely makes no sense. Your bodyfat determines how "ripped" you are. The way you are describing it seems to be as if you want to lose bodyfat in one area and gain it in another.
If you want to just add more size to a given bodypart than just focus your workouts on improving that area. Losing bodyfat and "ripping up" has to do with caloric deficit.

On the flip side however: Muscle maturity adds the illusion of being 'ripped' year-round.
I've 10 years of training under my belt, 8 of them as a competitive bodybuilder.
I've accumulated some muscle maturity.
This is particularly visible in my quads and pecs.
No matter where my bodyfat is, these areas are usually striated.
I noticed that during one of my offseason phases.
I'd be 'bulking up'... but these areas would remain 'ripped'.
Of course this is no way pertinent to this discussion... but interesting all the same lol.

99 percent of the time, the guys arms match the guys chest, and the guy thinks his chest is bigger than it really is, which it is not......99 percent of the time, the arms are in proportion to the chest......and if their not, you can blame that on genetics, not your routine unless you are severely overtraining.
moral of the story? the guys arms are normal.......they are in proportion to his small chest which he thinks is huge, but is in fact mistakining
IN regards to the poster......
what he wants to do, is, tone his large chest, and bring up his small arms....
What I am guessing is, this guy has high bodyfat, with little muscle mass......HIs arms actually are in proportion to his chest.....His chest is not as big as he claims, thus his arms are not proportionally small......and what he needs to do is bring down his bodyfat big time, then from their switch gears and start accumulating muscle mass via squats, deads, presses and diet
