i've tried everything to cap my shoulders out, db raises, cable , etc. anyone have any good ideas as to what will work, high reps vs. low reps or anything in terms of supersets, thanks guys for any input..

upright rows, then bent over rows, do high intensity 3 or 4 sets of 8-12 and strecthing helps
