i think the reason maybe that 128bpm would be 65% of your max bpm for your age group.
But this myth has long been dispelled, the truth is : the more energy you expend the more fat you will burn, ie longer time higher heart rate = more fat loss.
there are two things going on here. One is just the simple burning of calories. The other is adjusting or improving your metabolism. I gave up running long ago (knees). So I began walking 2 or 3 miles a day. Did you know it makes no difference in the number of calories you burn whether you walk or run those 2 or 3 miles? I didn't. Anyways, I learned that instead of only walking, if I tossed in about three jogs for a minute or two each, and kept my heart rate up at around 70% of "max" (or so..), I continue to burn the same amount of calories, but as an added benefit, it slowly begins to improve my metabolism, which is the rate your body burns calories at rest (not exactly correct, but close enough for here). So, to get the best benefit for the least amount of effort, it is recommended that you walk/jog three times a week, 20 minutes each, with the jog portion somewhere in the neighborhood of 70% of your max heart rate (remember, this is just short burst jogs). Also, it is interesting to note, that if you want to add more time to your weekly budget of cardio, it would be better to add one day of 20 minutes than to increase the number of minutes each day. A real good routine I'm in is to walk/jog every work day at lunch for something like 25 minutes. Over the course of a work week, that's 125 minutes. Finding two hours of time without compromising time away from the family is important to me, since I work too much anyways.
