Why are the rest periods between sets so critical?

As stated above: why are the rest periods between sets so critical?

    i rest 3-4 mins when i do a 5x5.

if im doing a 10RM per set how long should the rest periods be and why?

    Thank you all

Just depends on what your goals are. If your just looking for pure strength take your time, 3 minute minimum.....If you're trying to build muscle I would stay in the 2min-3min range.
