You should switch up your routine when it becomes obvious that you are not making any progress by following the same routine any longer.

As for the claim that 13 weeks is the minimum amount in order to get everything out of your routine, it is not true. 13 weeks is a really long time frame and it is much more likely for the muscles to adapt and not respond to the same routine (unless the amount of weight being lifted is perpetually increasing, as in the example of a progressive 5x5 or a similar regimen).

I typically go through two 4-6 weeks of 5x5 routine where weights are heavy and reps are low regarding compound movements, and then switch up to another routine where weights are lighter and reps are higher.

I switch when I know my body has had enough of one routine, meaning not responding to the same workout any longer.

I don't actively follow any set time before I switch up. Some routines have a steeper learning curve than others. I change based on how I feel when I enter the gym that day.

I go about 6 weeks give or take depending on gains. Before I switch I evaluate where I'm at and what gains I made fr the last routine. Then I decide where I need improvement and build a routine on it.
