There isn't relally a single one best workout for your chest. Different things work for different people.

If you want big chest, you propably want to do inclined, declined and maybe also flat bench presses, so that you cover all angles, developing both, your lower and upper chest.

I personally like to do my workouts with dumbbells, but next I am trying to focus on declined smith machine bench press, which should focus more on my upper chest, which is now dragging behind my lower chest, in development.

My bulking chest workout consisted of incline DB (37deg incline), decline BB, incline smith and wide grip weighted dips!
    Changed the order ever 3-4weeks

Keep rep ranges at 8-12 reps

But to answer your question, the one exercise shown to recruit and stimulate the most muscle fibers is decline DB press!

I like dumbell flyes as a secondary workout. They would be performed after your heavier chest lifts.

How high is your BF%? Is it possible you are carrying a good amount of fat in your chest

You may be mistaking your general size for muscle then and this is why you think you are losing mass while cutting. At 28% I can almost guarantee you are carrying a considerable amount of fat around your chest. WHile lowering your bodyfat it will seem like you are losing mass because you are ridding yourself of that fat
