Bench Press Time Under Tension

I'm a little confused by the time under tension method. I understand it has too do with speed, slower on the lowering (eccentric) and faster on the raising (concentric).

I've seen people lower the bar to their chest and come up only half-way (No-Lockout) and do several reps in this range at moderate speed. Is this considered Time Under Tension too?

Time under tension is referring to the amount of time spent under tension....
