Muscular people cardio vs chubby people cardio?

    Person A (muscular and lean): 5'9, 170lb, 10%bf
    Person B (non-muscular and chubby): 5'9, 170lb, 25%bf
If they train the same, which one would have better cardio endurance?
Does being muscular wear out your cardio endurance less than being chubby?

That would still depend on the individuals VO2 max. Cardio endurance is really measured specifically by the rate and efficiency that your body consumes and uses oxygen to supply the stresses of the endurance workout. I guess i'd say that the chubby guy weighs the same as the fit guy meaning the fit guy has more muscle and can sustain a longer load, whereas the fat guy has fuel in the form of fat but with less of an ability to efficiently remain at a high level for long before fatigued.

Again there are tons more variables. Diet/Age/gender and obviously VO2 max

I think most football players have low cardio endurance. People with a lot of muscle usually have low cardio.

I don't know what type of football players you have where you're from but the football players here in Australia are very fit and very muscular. If you look at professional sport like MMA, boxing etc etc most of the athletes are very muscular and extremely fit.
