Looks more like Herpes simplex virus 2, but that is usually tender to the touch, and the "pustules" are filled with a clear fluid. HPV - usually forms clusters, not allways but usually, and they are painless. Hard to tell from the pic but kind of looks like they are filled with puss (rather than clear fluid). Puss would indicate an infection...a zit basically. Is their a hair shaft that arises from the missle of them?....that would indicate folicitis (an infected hair shaft) sorry I can spell worth a dam. hope that helps.
