From what it sounds like the black guy said something about shining shoes and the white guy interpreted it as he was offering to shine shoes. White guy asked him how much and it all went down hill from there. Did you happen to see what the back of his shirt said?

On the trains you are allowed to record anything and everything and I believe ac transit buses are the same, public property.
