whats considered a good base

I'm very short for a man, 5ft 1 to be specific, and I'm finding it hard to find what would be considered a good base or minimum starting weight before you considered going on steroids. im 37 yrs old and have been lifting 4 yrs consistently.

145-155 lb at 15% body fat would be a well founded base for someone your height.

You have the experience and you are 37 yrs old,,I think you would be good to go.
